Before the Revolutionary War there were many more than just 10,000
coming from England to Maryland. Settlers from England were among the many from
the British Isles (Scots, Scots-Irish [Protestants from Ulster whose ancestors were
from Southern Scotland], Welsh, and even ethnic Irish) who came to Maryland
during the 18th century before the Revolution. Historians have difficulty
actually knowing the exact number of immigrants to the various colonies before
the Revolution. The best they can do is estimate. See

Not all these English immigrants were what we would call those
"whom England, for the most part, wanted to get rid of, those in jail,
etc." Some were indentured convict servants. Many came to Maryland (and
the other colonies) because relative and friends had immigrated before them and
sent back word of the economic opportunities that were available here.
You need to remember that in the Revolutionary War America did not fight
against "England." England is just one of the kingdoms (or political entities)
that make up the United Kingdom of Great Britain. Americans were fighting for
independence from the British Empire, not just England in Great Britain.
It was the policies of the government of the British Empire in London
that caused Americans to fight for their independence from Britain. Ethnicity
and heritage played less of a part in the conflict. Many of the most ardent supporters
of the Revolutionary cause were ethnically English (George Washington, Thomas
Jefferson, Benjamin Franklin, John Adams, John Hancock had English ancestry.)
Many of the newest immigrants from England who came to America just before the
War, and who supported the American cause were what we might call
"liberals" today. (For example, see Thomas Pain http://en.wikipedia.org/wiki/Thomas_Paine)
The immigrants from England, Scotland, and Ireland who stayed loyal to Britain
were what we might today call "conservatives." See http://www.toriesfightingfortheking.com/WhoTories.htm.
Lastly, it is worth noting that Reuben Elbon
married Margaret Nisewanger on 30 August 1787. The
minister who performed the ceremony was the German Lutheran minister Christian Striet. (This minister may have been the choice of the
Bride who was of German extraction.) Reuben then buys a couple of town lots in
1793 (see Frederick County Virginia Deed Book 24A, Page 126.) He also witnessed
a number of other property sales in Stephensburg
during that period. That is really all I know about your ancestor besides the
fact that some of his descendants appear to have stayed in the area of
Frederick.

Lorenzo was the son of Reuben and the ward of Jacob Artz, indicating that Reuben had died by 1822. Lorenzo Elbon was Bondsman for the marriage of Elizabeth Copp and Samuel Spiker on 10 Nov 1828. He was also Bondsman for Ann Elizabeth Copp and David Clem Sr. on 7 Feb 1824.
